MEMORANDUM
On Thursday, March 23, 2017, the Board of Directors of Great Outdoors Colorado approved a
$150,000 Local Park and Outdoor Recreation grant for Town of Palisade. This grant will help us
fund the construction of Phase I of a new and improved Skate Park at Veterans Memorial Park.
Our goal is to create a more durable and varied park that will be multi-modal (skateboards, bikes,
wheelchairs and scooters). Our primary source of match funding is the Conservation Trust Fund
which will provide another $50,000. We recently received a $1,500 donation from Dick and
Carolyn McKinley which will be used to supplement donations to be raised by the Palisade High
School Art Department as we partner with them to create tiles that will become part of the park.
Through a series of classes on painting, glazing and firing these tiles for a fee, the profits of
which will go towards our partner funds goal of $3,000. Mt. Garfield Middle School helped raise
funds at the Harvest Fest by selling S’mores. They intend to do at least one other fundraiser. We
have engaged the public through a series of meetings to create a park design that functions in the
way the community desires. Staff is very excited to get started on this project, as these
improvements will not only provide our youth with a fantastic outdoor recreation opportunity,
but greatly improve the appearance of the park and reduce maintenance requirements.

                    REQUESTED ACTION
A motion, second and a vote to approve Resolution 2017-xx, approving the Town
Administrator or his designee to sign an agreement with Great Outdoors Colorado for a Local
Parks and Outdoor Recreation Grant of $150,000.

RESOLUTION TEXT
WHEREAS, the Town of Palisade has been awarded a $150,000 grant from Great
Outdoors Colorado (GOCO) to construct Phase I of designed improvements for the Skate Park at
Veterans Memorial Park; and
WHEREAS, the Town will begin demolition, followed closely by construction once a
signed agreement is in place, providing the youth of Palisade a unique and exciting outdoor
recreation opportunity in the summer of 2017 ; and
WHEREAS, the Town has prior experience with agreements with Great Outdoors
Colorado and has successfully completed projects utilizing GOCO grant funding and is aware of
contractual requirements; and
NOW THEREFORE, BE IT RESOLVED THAT THE BOARD OF TRUSTEES FOR
THE TOWN OF PALISADE, COLORADO THAT:
Section 1: The Board of Trustees for the Town of Palisade, Colorado hereby authorizes the Town
Administrator or his designee to sign the agreement with Great Outdoors Colorado for $150,000
in grant funding for the construction of Phase I of the Skate Park as soon as these documents are
available.
Section 2: The Board of Trustees for the Town of Palisade acknowledges that the Town has
budgeted in 2017 all the necessary funds to fulfill all requirements of the grant award and to
proceed with construction.
Section 3: This resolution to be in full force and effect from and after its passage and approval.
