During our last Board meeting Josh Behrman, owner of Mountain Groove Productions was present to speak with you regarding an amendment to the contract that was approved in 2016 for the 2018 Palisade Bluegrass and Roots Music Festival. Josh was asking for a substantial increase to the amount that had originally been agreed to in 2016. After some discussion with Josh, it was decided that we wanted to talk through this during our first budget worksession that was scheduled for the next day before any final decision was made by the Board. During our budget worksession, staff recommended an approximate 8% increase to the overall Bluegrass budget for the 10 year celebration of the event, which would take the festival from $185,000.00 to $200,000.00. Josh had originally asked for an increase of approximately 40% from what has originally been agreed to. Staff wholeheartedly believes that this request was by far, much too great of an increase and gave much thought as to what would be an appropriate amount for Mountain Groove Productions for 2018. Considering the fact that our event has been successful for a number of years now with a budget of $185,000 and staff fully believes that we would have another great year even with no increase at all, I felt it would be reasonable and fair to provide an 8% increase to Mountain Groove Productions as well. This would take what was originally agreed to from $87,500.00 to $94,500.00. I have attached the contract that was originally agreed to and I have not modified it in any way at this point. Recommended Action: A motion, second and approval of Resolution 2017-43 allowing the Town of Palisade to amend the 2016 agreement with Mountain Groove Productions for the 2018 Palisade Bluegrass and Roots Music Festival by providing an 8% increase in the overall budget.
