Summary

                    Staff is requesting changes to the Town’s fee schedule to align with the adoption of a new Land Development Code. Although the fees are generally consistent with fees charged in the past, changes primarily address modifications to the development procedures. As an example, major and minor site plan reviews, which require public hearings, have been replaced by a single site plan review process without a public hearing. Another example includes the replacement of the administrative plat and final plat with a single process of minor subdivision review. The change eliminates the final plat and second public hearing. The only specific increase to fees is for planning clearances for ordinary repairs such as re-roofs, window replacements and electric service upgrades, etc. The fee will increase from $5.00 to $10.00.

                    In addition to fee changes, staff will be developing new application forms to more clearly reflect the various application types. Applications which were classified in the past under the generic term of “planning clearances,” (Planning Clearance Type 1, Planning Clearance Type 2, etc.) will be replaced with forms that more accurately identify the requested types of development.

As an example, new application forms will be specifically grouped under Zoning Review, Subdivision Review and Site Plan Review. Although, planning clearances will still be issued, they will be limited to projects that require permits issued by the Mesa County Building Department. Finally, the remainder of applications forms will be designed for activities associated with specific purposes. These include, for example, Administrative Appeals, Sign Permits, Floodplain Development Permits, etc.

The requested fee schedule will be implemented with the new Land Development Code effective on December 20, 2017.

RECOMMENDED ACTION:

A motion, second, and approval of Resolution 2017-50 amending the Town’s Fee Schedule for Development Review Applications.

WHEREAS, the Board of Trustees is authorized to establish fees charged by the Town, and.

WHEREAS, the Board of Trustees recognizes a need for changes to the current fee schedule for development review applications based on the recently adopted Land Development Code.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES FOR THE TOWN OF PALISADE, COLORADO, that the amended fee schedule attached here to as Exhibit “A” is adopted as the fee schedule for the Town of Palisade, Colorado effective December 20, 2017.
